When a priority block straddles a state boundary, should VT Butterfly Atlas observations be restricted to the Vermont portion of the block, or should we survey the entire block?

During the first atlas we restricted our work to the Vermont portions of blocks that crossed over into neighboring states and Quebec. I would say this time to concentrate first on Vermont, but butterflies have no borders, so feel free to do the entire block. Just recall that we do not have permits for other states and so netting and such might have other rules in those areas perhaps. But I doubt net and release is a problem in most cases.
